Approved <br />development plans and designated land use prescribed in the City of Fort <br />Collins City Plan were used to project future demands. <br /> <br />Existing ELCO customers inside the Fort Collins Growth Management <br />Area use 82% of the water supplied by the District. At buildout, 87% of <br />the water supplied by ELCO is projected to be delivered to customers <br />within the Growth Management Area. <br /> <br />In February of 2004, the Fort Collins Advance Planning Department <br />released the 2003 Buildable Lands Inventory and Capacity Analysis. That <br />study states: "The Growth Management Area is anticipated to reach <br />capacity in approximately 2025 for housing and 2025 for employment." <br />With most new development served by ELCO occurring inside the Fort <br />Collins Growth Management Area, the District will essentially reach <br />buildout at the same time as the City of Fort Collins: 2025. <br /> <br />5 <br />
