2. Ore:anization Retained to Assist in Preparation of the Plan:

The District sent request for proposal to seven (7) consulting firms on December 8,
2006. Due date for proposal submission is January 5, 2007. The ELCO Board of
Directors will review submitted proposals and select a consultant at its meeting on
Tuesday, January 16, 2007. Therefore, we are not able to report at this time, who will
prepare the Water Conservation Plan.

5. Backe:round Characterization of Water System and Potential Growth:
Source of information for both 5a and 5b: 2000 Census data (Household size in
Tracts 13.01, 13.02, 13.05 and 13.06 which are entirely within ELCO's service
area is 2.58/housing unit. Total households in the four census Tracts was 3,871),
and East Larimer County Water District utility billing system.

Data shown in the table below lists current and past years per capita water use
for the last five years.

Formula: The gallons per capita day was derived from total annual residential
water usage billed (data from ELCO utility billing system) divided by
population numbers from the 2000 US Census divided by 365.
