Increased water
conservation will improve the Di . cts water supply r lability and mitigate the impact of
future droughts. ELCO's service ar lies entirely thin a region identified by the
Statewide Water Supply Initiative as ha 'ng a 22~ gap between projected needs and
identified potential solutions. Water Cons at' n will be relied upon as a major tool for
meeting future M & I demands. ELCO will c tinue implementing water supply and
distribution system efficiency improveme to elp increase the productivity of its water
supply.

The Colorado Water Conservatio oard provides 10 . nterest financing for qualifying
water projects. Kirk Russell wi the Colorado Water C servation Board attended the
November 2006 ELCO Boar eeting to discuss the quah cations and loan application
process. The District inten to apply for a loan through the WCB in 2007, and, as a
pre-requisite, must have approved Water Conservation Pia in place.

The East Larimer C nty Water District will use the requested fun ing to facilitate the
development and option of a Water Conservation Plan that will he satisfy water
supply needs of' s customers without compromising water services.

Date

14
