SUMMARY <br /> <br />The East Larimer County Water District recognizes the value of its water resources and <br />the need to use these resources wisely. The District began implementing water <br />conservation initiatives many years ago. In November 1996 its first Water Conservation <br />Plan was adopted by ELCO's Board of Directors and approved by the CWCB. Since then <br />great strides toward conservation and drought mitigation have been made. <br /> <br />The ELCO Board believes it makes sense to implement a sound Water Conservation Plan <br />that emphasizes water use efficiency along with educating its customers. Increased water <br />conservation will improve the Districts water supply reliability and mitigate the impact of <br />future droughts. ELCO's service area lies entirely within a region identified by the <br />Statewide Water Supply Initiative as having a 22% gap between projected needs and <br />identified potential solutions. Water Conservation will be relied upon as a major tool for <br />meeting future M & I demands. ELCO will continue implementing water supply and <br />distribution system efficiency improvements to help increase the productivity of its water <br />supply. <br /> <br />The Colorado Water Conservation Board provides low interest financing for qualifying <br />water projects. Kirk Russell with the Colorado Water Conservation Board attended the <br />November 2006 ELCO Board meeting to discuss the qualifications and loan application <br />process. The District intends to apply for a loan through the CWCB in 2007, and, as a <br />pre-requisite, must have an approved Water Conservation Plan in place. <br /> <br />The East Larimer County Water District will use the requested funding to facilitate the <br />development and adoption of a Water Conservation Plan that will help satisfy water <br />supply needs of its customers without compromising water services. <br /> <br />-Mia)} <br /> <br />Mike Scheid, General Manager <br /> <br />1- ~-o7 <br /> <br />Date <br /> <br />seal <br /> <br /> <br />17 <br />
