<br />Melissa Tremelling - Senior Billing Specialist <br /> <br />Ms. Tremelling is highly skilled in multiple computer programs including <br />spreadsheets, database and word processing. She has over five years experience <br />with ELCO beginning as Billing Clerk in 2001 and most recently as Senior <br />Billing Specialist. Melissa's intimate knowledge ofthe District's utility billing <br />software is an essential component to accessing the usage data necessary to assess <br />the effectiveness of conservation measures and programs. Ms. Tremelling will <br />assist throughout the Plan development and implementation process. <br /> <br />Level of organizational communication with the public - Public education and outreach <br />regarding conservation efforts are provided to ELCO customers in a variety of ways. The <br />conservation link on the District website provides information on indoor and outdoor <br />conservation techniques. Newsletters and notices are included in water bills. Press <br />releases in local newspapers are also used to inform customers of current issues related to <br />water conservation and drought planning. Every new ELCO customer receives <br />educational materials promoting indoor and outdoor conservation and the importance of <br />good soil preparation. <br /> <br />Level of commitment from the Board of Directors - The Board of Directors of the East <br />Larimer County Water District is very committed to conservation efforts. This <br />commitment is reflected in the annual budget adopted in December 2007. Funding is <br />allocated for: continuing education of staff, xeriscaping District pump stations, hiring a <br />leak detection contractor, and preparation ofa Water Conservation Plan. The District <br />Rules and Regulations prohibit wasteful or negligent water use. Its tap fee structure and <br />monthly water rates are also designed to encourage water conservation. During the <br />drought of 2002 and 2003 the Board adopted lawn watering restrictions and continues to <br />encourage voluntary lawn watering restrictions. <br /> <br />Statement of Capability of Consulting Team <br /> <br />Steve Nguyen, P.E.,Clear Water Solutions, Inc., has over nine years of experience in <br />water resources planning and management, water rights and water master planning. <br />Steve has completed several water conservation plans and fully understands the <br />requirements of a CWCB-approved plan. Steve has completed a water conservation plan <br />for the City of Fort Lupton and is currently developing a water conservation plan for the <br />Town of Firestone. He assisted in the completion of the City of Greeley's Drinking <br />Water Emergency Plan in 1998, which included water conservation planning. <br /> <br />Webb Jones, P.E. of Water Consulting Group has over 25 years of experience <br />including the 15 years he served as the General Manager of the East Larimer County <br />(ELCO) Water District. Webb has intimate knowledge ofELCO's water system and will <br />be valuable in profiling the existing system and water resources and calculating water <br />demand projections. <br /> <br />13 <br />
