<br />Statement of Organization Commitment/Capability <br /> <br />The East Larimer County Water District has the organizational commitment to plan and <br />implement effective long-term water savings measures and programs. <br /> <br />Level of staffing committed to the effort - The Administrative Staff at ELCO is very <br />experienced at compiling and analyzing usage and billing data. Approximately 15 hours <br />every month are dedicated to extracting information from the utility billing system and <br />incorporating it into spreadsheets for further analysis. This information is an essential <br />tool used to in water acquisition and storage planning as well as measuring the <br />effectiveness of conservation measures and programs. Staff members have attended <br />numerous regional water conservation workshops. In the fall of 2006 the District invested <br />in its own leak detection equipment. District Operations Staff have received technical <br />training with the SubSurface LD-12 "Professional's Plus" Water Leak Detector and will <br />develop a plan to systematically survey waterlines to detect leaks. When technical <br />expertise or time constraints dictate, the District retains the services of consultants and <br />independent contractors to accomplish conservation related tasks. <br /> <br />Capabilities of the Staff - <br /> <br />Mike Scheid - General Manager <br /> <br />Mr. Scheid is a native of northern Colorado who received his bachelor's in Civil <br />Engineering from Colorado State University in 2001. Mike's tenure with ELCO <br />began in 2002 when he was first employed as District Engineer. In 2006, the <br />Board of Directors selected Mike Scheid to fill the position of General Manager. <br />Mr. Scheid has experience with collaborative work relationships and public <br />involvement process, as well as water resources and water rights. Mr. Scheid will <br />be the project lead and will be involved with multiple aspects of the Plan <br />including but not limited to development and implementation oversight. <br /> <br />Kathy J. Phipps - Administrative Manager and CFO <br /> <br />Ms. Phipps began her career with the East Larimer County (ELCO) Water District <br />twenty-eight years ago. She is very familiar with the District and what is required <br />for successful development and implementation of policies, goals, priorities and <br />procedures relating to water resources, water rights, financial management, <br />budget, and accounting. Kathy will be involved in multiple aspects ofthe <br />development and implementation ofthe plan, with emphasis on public outreach. <br /> <br />12 <br />
