<br />are rented for agricultural use. Some ofthe District's agricultural water rights <br />will be used to satisfy return flow obligations and depletions required in its WSSC <br />decree. Remaining agricultural water rights will be exchanged as long as possible <br />and eventually converted for municipal use. <br /> <br />Storage <br />At this time, ELCO does not own or control any functioning raw water storage <br />facilities. The District owns Overland Ponds in conjunction with several other <br />regional utilities. Overland Ponds consists of a series of gravel pits that are being <br />developed for future raw water storage. Several other sites are being studied for <br />future raw water storage. Seasonal storage and carryover storage is currently <br />available through ownership of allotment contracts in the C-BT system. <br />However, carryover storage in the C-BT system is not guaranteed. The Northern <br />Colorado Water Conservancy District Board's Annual Carryover Program <br />Procedures state: "the Board and District staffwill review the advantages and <br />consequences of the Annual Carryover Program on a continuing basis. And while <br />the Board recognized the Program's benefit to many C-BT allottees, it may <br />modify or discontinue the Annual Carryover Program at any time." <br /> <br />6. Description of the Proiect Plan: <br /> <br />The District's goal for water conservation planning is to save water through <br />financially feasible measures and programs while making an effort to prevent <br />inequities between various customer classes. Completing a CWCB approved Water <br />Conservation Plan is a task that will require the technical expertise of a consultant. <br />The District will use the requested grant funding to retain the services of an <br />experienced consultant. The Final Water Conservation Plan will guide ELCO with its <br />conservation efforts by developing water savings goals and outlining steps to achieve <br />those goals. <br /> <br />Scope of Work - Task and Timelines <br /> <br />See Attachment #6 <br /> <br />7.
