<br />Castle Rock Water Conservation Master Plan Backaround <br /> <br />Introduction <br /> <br />Purpose <br />The purpose of this technical memorandum (TM) is to provide background <br />information on the Town of Castle Rock and its water resources, water system, <br />water rate structure and water use characteristics. <br /> <br />Located midway between Denver and <br />Colorado Springs, Castle Rock <br />occupies 33 square miles and is the <br />seat of Douglas County. Incorporated <br />in 1881, the Town lies between 5915 <br />and 6820 feet in elevation, in the Plum <br />Creek Valley along Interstate 25 at the <br />base of the Rocky Mountains. Castle <br />Rock climate is known to be one of the <br />best in the nation with more than 300 days of sunshine, clear blue skies and <br />less than 15 inches of precipitation each year. <br /> <br />Municipal Background Information <br /> <br />11...33 square miles... <br />elevation of 6,202 feet... more <br />than 300 days of sunshine... <br />less than 15 inches of <br />precipitation each year." <br /> <br />The Town has a Council-Manager form of government, and water and <br />wastewater collection service are provided through separate enterprise funds <br />within the municipal government. <br /> <br />The Town Utilities Department provides water service and wastewater collection <br />to a population of approximately 40,000 (over 12,000 customers.) Wastewater <br />treatment is provided by Plum Creek Wastewater Authority, of which the Town is <br />a member. <br /> <br /> <br />TM-1 Background December 2006 <br />
