<br />MEMORANDUM <br /> <br />TO: The Upper Yampa WCD File <br /> <br />FROM: Bill Green <br /> <br />DATE: December 13, 1996 <br /> <br />SUBJECT: Telephone Conversation with John Fetcher - Smith Ditch Rehabilitation Project <br /> <br />In a telephone conversation today, I discussed the Smith Ditch project with John Fetcher. The <br />ditch has not received water for the last three years because of a change in the alignment of <br />Elkhead Creek. The NRCS has done a "conceptual design" and cost estimate for a new diversion <br />structure to correct the problem at an estimated cost of$145,000. They hope to construct next <br />fall. <br /> <br />The NRCS may be able to come up with $8k to $lOk for the project. The UYWCD may be able <br />to provide a (loan?, grant?) for about half of the cost. Fetcher will discuss with the UYWCD <br />Board on Dec. 16. <br /> <br />The ranchers who use the ditch may apply for a Construction Fund loan of about $40,000. The <br />water users will probably incorporate as a ditch company. We might contract with the ditch <br />company or with the UYWCD which is probably willing to underwrite the loan. <br /> <br />I sent Fetcher a loan application and suggested he return it to us as soon as possible with any <br />information currently available regarding the project. We will review the information and get <br />back to him as to whether it would be appropriate to bring this to the Board in January or to wait <br />a few months until the feasibility work is done, esp. the financial and institutional issues. <br /> <br />I suggested this might fit under the Small Project Loan Account and that it might be better to do <br />this later next year.
