CWCS <br /> <br />Re: Smith Ditch Project <br /> <br />Dear John: <br /> <br />Per our telephone conversation oflast week, I'm enclosing a suggested outline for the <br />Smith Ditch feasibility study which we understand will be prepared by Fetcher Engineering <br />on a pro bono basis. I'm also enclosing a copy of the updated Construction Fund <br />Guidelines which explains the Construction Fund program and provides a reference <br />document for the preparation of feasibility studies (see Sections 1.0, 2.0, and 4.0.) <br /> <br />We don't anticipate that this feasibility study would be a very lengthy document but it <br />should, as a minimum, describe the project sponsor(s), provide a good description of the <br />proposed project including design layout and costs, suggest a sound financial plan for <br />paying and financing all costs associated with a rehabilitated Smith Ditch, and describe all <br />institutional considerations necessary for project implementation such as permitting, <br />--- .-- contracting, and court actions: <br /> <br />I anticipate setting some time aside in the next few weeks to give you a hand in putting <br />this together so that we could make a formal request to the Board for funding under the <br />Small Water Projects Account in May.
