This <br />has the advantage of not disturbing the orchard or impacting the highway and <br />is also well above the flood high water level. Although construction could be <br />accomplished with a shallow bury or partially exposed installation, major <br />concerns include temporary water supply, protection of the new pipe from rock <br />falls, and maintaining practical maintenance access. <br /> <br />Traversing the Cole property resulted in some general disagreement among the <br />group. CDOT favors an alignment which follows the existing or one which <br />keeps the pipe on the west side of the creek, installing a permanent bridge if <br />necessary. Unfortunately, this would involve two creek crossings and\or an <br />alignment on the high side of the west slope (likely leaving a noticeable scar <br />with poor access). The project team, Ute Water, and the ACOE prefer an <br />alignment which crosses the highway twice in a relatively short length and then <br />either parallels the highway around the Cole property or traverses a straight <br />alignment behind the property. CDOT requested more study be done prior to <br />finalizing the alignment. <br /> <br />Approaching the Rainey property from the lower canyon; there do not appear <br />to be any optimal alignments. All individuals agree that a creek crossing will <br />be required to gain access to the property when leaving the narrow portion of <br />the canyon. This is one area where the creek moves frequently and high water <br />flows over the pipeline. <br /> <br />One option which looks attractive below highpoint is to utilize the old stage <br />road located on the west side of the creek. This would avoid two river <br />crossings and potential impacts to wetlands and bird habitat on the east. side. <br />Initial indications are that installation of a pipeline in the stage road would be <br />acceptable as long as the appropriate documentation is completed (note <br />subsequent project team on site investigation of the stage road indicates this <br />option is not viable for the size pipeline being considered). <br /> <br />Adjacent to 1-70, CDOT's official position is that a minimum of 30 feet of <br />clearance is required between a utility and the white strip on the edge of the <br />shoulder. An alignment adjacent to the interstate, but encroaching on the base <br />of the hillside would violate this criteria in many places. CDOT would prefer <br />the new pipeline be placed at the location of the existing. One option is to <br />construct a temporary service line at the foot of the hill to maintain service <br />during construction and cut the existing shelf down (widening the shelf while <br />removing the existing pipeline). This would allow for replacement with the <br />new line without affecting service. There are other options to consider here <br />also, but restricting encroachment and access to and from the interstate are <br />primary issues with CDOT (which must get approval from the Federal <br />
