Crumpton (9/5/95) <br />Page Number 6 <br /> <br />Project Activities <br /> <br />Water Rights - Average Yield Analysis - During the month of August, CDM made additional <br />modifications to the raw water supply system model. The modifications included adding the <br />capability to selectively "turn on" and "turn off' individual water rights within Ute's <br />portfolio; the addition of an algorithm which reallocates modeled diversions from the <br />Colorado River so that higher quality water from the Molina tailrace and Plateau Creek and <br />its tributaries are fully utilized before diverting Colorado River water which is more costly to <br />treat; and the addition of an algorithm to generate a summary of average monthly and annual <br />supplies available, diverted, and remaining. The key variables which can be easily adjusted <br />by the modeler are now compiled and summarized onto a single title page. Additional <br />graphics have been added to easily generate bar charts of monthly supplies provided by each <br />raw water source on both an average basis and for user-selected years. The model and <br />summary information generated may be now used for both evaluating the average and firm <br />yields of Ute's system and providing data required for the depletion analysis. A moderate <br />amount of checking was conducted on these revisions; however, final checking and <br />verification of the model remains to be completed in September. <br /> <br />There were no diversions records for most of Ute's water rights for many years. These <br />"holes" in the diversion records were filled by manufacturing yields for the missing years. <br />All rights have now been disaggregated and can be selectively operated by the model, for the <br />entire 1975-1993 period. <br /> <br />Work on the Technical Memorandum (TM) for the water supply study commenced in August, <br />with development of a draft outline completed and with work begun on individual sections of <br />the TM. It is anticipated that a draft TM will be available for internal review by the end of <br />September. <br /> <br />Field Investigations <br /> <br />CDOT\ACOE alignment review - A field meeting was held on August 2, 1995 with CDOT <br />and ACOE to discuss a preferred alignment and examine alternatives in the field. Attendees <br />included Rich Perske and Tom Vaughn - CDOT, Ken Jacobson - ACOE, Tom Crumpton and <br />Ralph Ohm - Ute Water, Tom Charles - CDM, Steve LaBbnde - WWE. The field review <br />concentrated on alignment issues adjacent to 1-70 and along Plateau Creek within the Canyon <br />to the Seigrist property. Major highlights of the field review were as follows: <br /> <br />CDOT and ACOE have no significant objections to a lower tunnel operation <br />and east portal near the mouth of the canyon. It will be necessary to permit <br />access from CDOT for a staging area below the portal, but their primary <br />concern is traffic control. <br /> <br />All parties have a general preference for maintaining the new alignment at its <br />
