Comparisons to monthly demand fluctuations of other communities would be useful <br />since the variation between Ute Water summer and winter demands is much less than is <br />typical. <br /> <br />George also indicated, the USFWS is currently studying the 15 mile reach, gaging flows to <br />assess returns. On average, it appears that approximately 250 cfs of return flow enters the 15 <br />mile reach between the upper and lower ends. <br /> <br />Water Demand Projections Review - A followup agency meeting was held on August I, 1995 <br />at the USFWS offices. The purpose of the meeting was to receive final comments from the <br />planning agencies on the Pearse Water Demand Projection Study. Official comments were <br />received from Grand Junction (and their economic consultant), Clifton Water District, and <br />Mesa County Long Range Planning Division. The County feels that the long term growth <br />rate of 2.5 percent is somewhat high and that approximately 2 percent is more reasonable. <br />They requested that Ute Water's consultant overlay the Ute service area with the 3 scenarios <br />the County has prepared for the high density Urban Core area to estimate impacts in the <br />serVIce area. <br /> <br />The portion of the report concerning Clifton demands needs to be revised to account for the <br />expected active use of the Clifton water plant, which would reduce demand on the pipeline, <br />and the impact of the higher daily peaking factor associated with Clifton demands versus <br />Ute's. <br /> <br />There was general consensus that the Pearse report is in the "ball park" of estimates by the <br />Grand Valley planning agencies. The attendees also agreed that replacement of the pipeline is <br />needed because of deterioration and growth needs regardless of whether or not some form of <br />water provider consolidation occurs in the future. <br /> <br />Public Demand Workshop - A BLM public demand workshop for the pipeline project was. <br />held at Two Rivers Convention Center in Grand Junction on August 8, 1995. Direct <br />participants included Spencer Pearse and Dave Coulson of Pearse and Associates, Steve <br />Jamieson (GEl), Tom Charles (CDM), Tom Crumpton and Rita Crumpton (Ute Water). The <br />workshop consisted of a series of workstations covering topics which include the history of <br />Ute Water, population forecasts, demand, and implications for the EA. Although the <br />workshop was well attended, the public attendance was small. The public comment period <br />has been extended by BLM until September 14, 1995 and a summary of comments will be <br />prepared at that time. <br />
