Crumpton (2/2/96) <br />Page Number 2 <br /> <br />Project Activities: <br /> <br />The federal government shut-down has continued to delay progress during the last month. The <br />staff at the BLM Grand Junction Resource Area office were allowed to return to work on <br />Monday, January 8 and the Plateau Creek Pipeline Replacement project was given a high priority <br />by Catherine Robertson. A meeting was scheduled for U.S. Department of Interior (DOl) <br />representatives of the BLM, USFWS, and BOR and DOl solicitors to discuss the <br />issue of Ute Water's dependence upon releases from the Green Mountain Reservoir to replace <br />future out-of-priority diversions by the District's water rights. However, all parties could not find <br />a mutually agreeable time for this meeting until February I. The results of the meeting will be <br />provided in next month's progress report. <br /> <br />In an effort to minimize expenses to Ute Water during the government shut-down, the project <br />team has put most other project work on temporary hold. This included canceling the January <br />meeting with the Ute Water Board of Directors and Ute Water staff. Project activities completed <br />during the last month included: <br /> <br />1. Mike Klish (WWE) met with Dave Stevens (BLM) and Larry Clever and Tom <br />Crumpton (Ute Water) to discuss the status of the above-mentioned DOl meeting <br />on Monday, January 15. <br /> <br />2. Steve Jamieson (GEl), Mike Klish (WWE), and Carl Houck (CDM) prepared an <br />executive summary of the Draft Biological Assessment (BA) at the request of Roy <br />Smith (BLM State Office). <br /> <br />3. Joe Stibrich (CDM) had several conversations with Roy Smith to clarify project <br />hydrologic issues. Mr. Smith has requested additional information from CDM to <br />assist the participants in the February 1 meeting. Mr. Stibrich also prepared a <br />hydrologic summary memorandum to address the following issues requested by <br />Mr. Smith: <br /> <br />a. A tabulation of all District's water rights was prepared per BLM's <br />request. This information was submitted to the BLM on January 22, 1996. <br /> <br />b. Following the January 22 submittal, Mr. Smith requested additional infor- <br />mation on the District's water rights concerning delineation of absolute and <br />conditionally decreed amounts and dates when rights were perfected. <br /> <br />c. For the District's conditional water rights and rights made absolute after <br />January 23, 1984 (the date of enactment of the Green Mountain Operating <br /> <br />O:\8047-110\DOC\PR196.MEM COM Camp Dresser & McKee <br />
