I have enclosed an invoice for <br />services in the amount of $ 28,806.32 for Phases I and II which represents CDM, GEl and WWE <br />charges during this period (please note that WWE was unable to prepare invoices in time for the <br />December billing cycle and these charges are included in the January billing cycle). Total project <br />billings to date for Phase I are $ 484,746.24 or 90.1 percent ofthe contract upper limit. Total <br />project billings to date for Phase II are $ 786,284.56 or 76.8 percent of the contract upper limit <br />(Amendment 3 included). If you have questions or would like more detail, please call. <br /> <br />As discussed in the December progress report, we have included a separate invoice for out-of <br />scope services associated with Section 7 consultation in the amount of$ 14,787.29. Also, we <br />have included an invoice in the amount of $729.34 for work related to water rights analysis as <br />requested by Charles Stockton in his July 7, 1995 letter. This raises our billings to date to $ <br />3,976.88 which is approximately equal to the authorized upper limit of $4,000 and no further <br />invoicing will occur with respect to this special services task until the District authorizes additional <br />water rights consultation at a later time. <br /> <br />This progress report contains a revised percentage estimate of our progress to date based on <br />earned value. The attached curve reflects estimated earned value when compared to projected <br />billings and actual billings for Phase II. Effective this month, I have included the executed <br />Amendment No.3 into the Phase II earned value analysis. As a result, the earned value and <br />percentage complete have changed to reflect the work completed on Amendment 3 and the <br />new upper limit change of $86,605. We estimate earned value as of this date at $ 790,735 or <br />approximately 77.3 percent of the budget limit for Phase II.
