} :.,

"

Schedule

CDOW is intending to award the construction contract to the low bidder tomorrow (July 16) and
is hoping for our concurrence on the MOD before the award. Construction is scheduled to begin
next month with project completion in May 2000.

Recommendations

Based upon the results of the feasibility report we find the project to be technically and
financially feasible. We have not attempted to measure the economic benefits but we believe that
they far outweigh the costs in terms of the overall contribution of the project to recovery program
activities in the various river basins in Colorado. We recommend a finding that all feasibility
investigations have been completed to the satisfaction of the Director of the CWCB in fulfillment
of the conditions of Board approval.

We recommend further that you sign the Memorandum of Understanding with the Colorado
Division of Wildlife for funding of$2.0 million from the Fish and Wildlife Resources Account
of the Construction Fund for the Native Aquatic Species Restoration Facility as proposed in the
feasibility study.

Cc: Dan McAuliffe
Linda Bassi, AGO

3
