<br />./" . <br /> <br />;';';. <br /> <br />The following conclusions are presented with respect to feasibility: <br /> <br />Water supply will be provided by two existing, permitted wells in the confmed aquifer <br />and by four shallow wells. The deep wells, which will provide the major portion of the <br />water supply, appear to be capable of providing a reliable source of warm water. For the <br />shallow wells, there is a remaining question of obtaining permits and augmenting <br />depletions in order to meet the remainder of the facility requirements. In general, <br />however, it appears as if the proposed sources of water supply, all of which are now <br />owned by CDOW, will be adequate to meet the requirements of the facility as designed. <br /> <br />The facility design will incorporate sufficient flexibility to accommodate a number of <br />different native aquatic species with differing rearing requirements. There do not appear <br />to be any geotechnical or construction issues that would present a serious problem to the <br />development of the facility. <br /> <br />The total estimated cost for design and construction was $5.25 million, which included <br />about $4.6 million for construction. The financial program outlined in the feasibility <br />report indicates that about $5.217 million are available to offset these costs. This assumes <br />that the CWCB contribution of $2.0 million would be available in its entirety for capital <br />expenditures. <br /> <br />Construction Costs <br /> <br />Based upon the construction bids received in July 1999 (the low bid was $5.06 million), some <br />elements of the facility design will have to be scaled back in order that sufficient funds are <br />available for construction as well as an allowance for possible cost overruns. We have discussed <br />the adjustments with the CDOW staff and it appears that, with the proposed construction <br />revisions, the facility will still be capable of meeting the original project purposes. <br /> <br />Comprehensive Plan <br /> <br />A remaining issue is the requirement for a Comprehensive Plan, which will describe the process <br />by which the CD OW will identify declining species and develop priorities for habitat <br />improvement and use of the facility. The Comprehensive Plan is required within one year of the <br />date of the Memorandum of Understanding between the CWCB and CDOW. <br /> <br />CDOW staff has submitted an Information Packet describing the NASRF project, a copy of <br />which is transmitted with this memo. The packet includes some information on the role of the <br />NASRF and statewid~ recovery programs as well as a preliminary production plan for the <br />facility. <br /> <br />Our discussions with CDOW staff indicate that they are not yet certain what is required for a <br />comprehensive recovery plan. They have indicated, however, that they are not intending to <br />prepare a comprehensive plan for the recovery of all threatened, endangered and declining <br />species in Colorado. They have further indicated that they would prepare recovery plans only for <br />those species that are stocked in the NASRF and then only when there are problems with <br />insufficient flows and/or habitat for those particular species. <br /> <br />2 <br />
