Evans <br />Director, eWeB <br /> <br />To: Peter Evans <br /> <br />From: Bill Green and Mike Serlet .~ y <br />Project Planning and Construction Section <br /> <br />Date: July 15, 1999 <br /> <br />Re: Native Aquatic Species Restoration Facility <br /> <br />In the 1997 Colorado Session Laws, Chapter 168, Section 11 (1), the General Assembly <br />authorized the CWCB to make a grant of not more than $2.0 million from the Fish and Wildlife <br />Resources Account of the CWCB Construction Fund to the Colorado Division of Wildlife <br />(CDOW) for a Native Aquatic Species Restoration Facility (NASRF) in the San Luis Valley. On <br />March 10, 1998, the Board approved in concept a Memorandum of Understanding (MOU) <br />between the. CWCB and the CDOW for the $2.0 million funding with the condition that all <br />feasibility investigations are to be completed to the satisfaction of the Director of the CWCB <br />prior to execution of the MOD. <br /> <br />Feasibility Study <br /> <br />With this memo, we are transmitting the completed feasibility study for the project. Ed Frazar of <br />the CDOW staffhas reviewed the report and concurs in the study conclusions. <br /> <br />The feasibility report provides documentation for the following aspects of the project: <br /> <br />The need for and purpose ofthe project, including production targets and priorities, <br /> <br />The process through which alternatives were evaluated and a final project location and <br />configuration were established, <br /> <br />A detailed description of the selected alternative, <br /> <br />The technical and water rights considerations for project water supply, and <br /> <br />A financial program comparing estimated capital costs with various confirmed sources of <br />funding. <br />
