I have reviewed the October 1997 draft Feasibility Study for Greeley and Loveland <br />Irrigation Rehabilitation Project by ECI and have the following comments: <br /> <br />1. The report should include some discussion of the arrangements for repayment <br />between the Greeley and Loveland Irrigation Co. (GLIC) and the Seven Lakes <br />Reservoir Co. at such time as the project involves the facilities of both. <br /> <br />2. Chapter III should include a listing of the appropriation dates, adjudication dates, <br />and amounts for each of the direct flow and storage rights of the GLIC. What is <br />the average annual yield of the overall system? <br /> <br />3. Also in Chapter III, it would be helpful to have a few paragraphs to describe how <br />the overall system operates (diversions, equalizing storage, seasonal storage, <br />carryover, releases, etc,) as well as the capacities of the various components of the <br />system. <br /> <br />4. I have a number of specific comments and questions in Chapter IV of the report <br />(please see my markup). Much of the discussion in this chapter is not clear and is <br />very difficult to follow for someone who is not familiar with the system and the <br />facilities. It would be helpful, in many of the discussions of specific alternatives, to <br />know what is existing before discussing the rehabilitation work. <br /> <br />5. The report should include a table to show each of the individual projects with <br />associated costs in Schedules 1, 2 and 3. <br />
