A detailed financial plan to include: a description of all sources of funding for the <br />project, a projection of all water fund revenues and expenditures for the entire period <br />of CWCB debt retirement, and the financial impact of the project on total debt and <br />water rates, and <br /> <br />6. Any institutional requirements such as pennits, contracts, court actions, etc. necessary <br />for project implementation. <br /> <br />Please refer to the Construction Fund Guidelines and to the Feasibility Study Checklist, <br />copies of which are enclosed, regarding the preparation of the study. The feasibility study <br />should be submitted no later that the first week of January 1998 in order to present the <br />proposal to the Board at the January 28 and 29 Board meeting for consideration in the <br />1998 Construction Fund legislation. <br /> <br />Since the amount of funding available will depend upon the final cost of the pipeline <br />project, it would be desirable to complete that work as soon as possible.
