BOX 609 <br />JOHNSTOWN, CO 80534 <br /> <br />November 18, 1997 <br /> <br />Michael Brod <br />Colorado Water Resources & <br />Power Development Authority <br />Logan Tower Building, Suite 620 <br />1580 Logan Street <br />Denver, CO 80203 <br /> <br />Dear Michael, <br /> <br />We want to thank you for taking time to meet with us recently and <br />giving me the opportunity to meet you. <br /> <br />We were pleased to learn about CWR and PDA interest in expanding <br />their lending programs to include waste water treatment and sewer <br />projects. <br /> <br />As we discussed at our meeting, Johnstown will have about 1.3 <br />million left over from the Raw Water Line construction. As was <br />noted, Johnstown was funded by CWCB and CWR and PDA which probably <br />created a surplus of funds. <br /> <br />We discussed the feasibility of using the remaining funds on some <br />other projects, equally important to Johnstown. I have met with <br />John Burgeson, our engineer and Lonnie Kruise our water/wastewater <br />treatment foreman regarding the priorities. <br /> <br />We are recommending the remaining funds be used as follows: <br /> <br />(1) Upgrade water treatment plant with larger pumps - $200,000 <br /> <br />(2) Backup generator at water plant - $78,000 <br /> <br />(3) Extend sewer/water service to 1-25 - $721,000 <br />(note: Developers putting in $600,000 and the town <br />200,000) <br /> <br />(4) Replace all water meters 10 years old or older with Touch <br />Pads. Meters between 5 and 10 years old will be tested <br />and evaluated on a case by case basis. All meters 5 years <br />of age and less, replace mechanical generator and remote <br />register with encoded registers and Touch Pad. - $95,000 <br /> <br />(5) Upgrade waste water treatment facility capacity - $206,000 <br /> <br />o <br /> <br />If need be, we can pledge some funds although that shouldn't be <br />necessary. We recently increased our sewer tap fees from $2150 to <br />
