Lile, fOE. <br />Director, CWCB <br /> <br />December 8 ,1997 <br /> <br />Mr. Vern Haefele <br />Town Administrator <br />Town of Johnstown <br />PO Box 609 <br />Johnstown, CO 80534 <br /> <br />Dear Vern: <br /> <br />Thank you for your letter of November 17 and for meeting with me last month to discuss <br />the Town's capital improvements program for water and wastewater systems. <br /> <br />To recap a portion of our conversation, the Town's existing 1994 Construction Fund <br />authorization of $2,542,500 is for the pipeline project only. In order for remaining funds <br />to be used for an additional raw water project, the process would involve: (1) submittal of <br />a feasibility study for the proposed project, (2) approval by the Board, and <br />(3) authorization by the legislature. Of the two projects mentioned in your letter, we <br />believe that the Johnstown Reservoir dredging would be eligible for consideration by the <br />Board. The Board is specifically prohibited by statute from funding treated water <br />facilities such as the dissolved air flotation unit. <br /> <br />The feasibility study does not have to be a massive document but should provide <br />adequate documentation regarding the following: <br /> <br />1. The need for the project, <br /> <br />2. A detailed description of the proposed project with a feasibility-level cost estimate <br />and preliminary drawings, <br /> <br />3. A description of any alternatives to the project which may have been considered to <br />include a no-action alternative, <br /> <br />4. A summary of any expected impacts, <br />
