Dear Vern:

Thank you for your letter of November 17 and for meeting with me last month to discuss
the Town's capital improvements program for water and wastewater systems.

To recap a portion of our conversation, the Town's existing 1994 Construction Fund
authorization of $2,542,500 is for the pipeline project only. In order for remaining funds
to be used for an additional raw water project, the process would involve: (1) submittal of
a feasibility study for the proposed project, (2) approval by the Board, and
(3) authorization by the legislature. Of the two projects mentioned in your letter, we
believe that the Johnstown Reservoir dredging would be eligible for consideration by the
Board. The Board is specifically prohibited by statute from funding treated water
facilities such as the dissolved air flotation unit.

The feasibility study does not have to be a massive document but should provide
adequate documentation regarding the following:

1. The need for the project,

2. A detailed description of the proposed project with a feasibility-level cost estimate
and preliminary drawings,

3. A description of any alternatives to the project which may have been considered to
include a no-action alternative,

4. A summary of any expected impacts,
