<br />allocation, general financing arrangements, permitting needs, etc. can reach a point of <br />common understanding enabling final design and construction to occur <br /> <br />This is a complex project due partly to the number of entities with a direct interest in the <br />proceedings. As such, copies of this status letter are going to each of the other four key <br />participants for their general information and with the hope that they will also contribute <br />any information which will make the results of our effort as valuable as possible for <br />everyone. <br /> <br />The intent of this preliminary design phase is to configure the dam rehabilitation to meet <br />institutional requirements and established design criteria, and achieve a fully satisfactory <br />operating condition. It does not involve an increase in storage or the implementation of <br />fish separation facilities, two issues which have been discussed in the recent past. A copy <br />of the scope of work for the preliminary design is attached. <br /> <br />While this work is underway we hope that each entity will use the information as it <br />evolves to refine its involvement in the project (including the final revised form of the <br />transfer Agreement, cost responsibility allocation, etc.) so that when this predesign <br />information is complete all the remaining loose ends can be finalized, and the project can <br />proceed to completion. <br /> <br />Thank you for your interest.
