Box 33695 <br />Denver, Colorado 80233-0695 <br /> <br />Subject: Elkhead DamlReservoir Preliminary Design Stage <br /> <br />Dear Bill: <br /> <br />As you know, back on January 29, representatives of the City met with their counterparts <br />of the Colorado Division of Wildlife in Glenwood Springs to discuss their mutual <br />interests in continuing with the "Agreement" for Craig to acquire the State's interests in <br />this project. The primary conclusion reached at that meeting was that both parties were <br />still interested in continuing this transfer. The parties also acknowledged that some of the <br />provisions of the Agreement may need to be revisited, including the time schedule, which <br />is now not realizable. In order to revisit these provisions several major items needed to <br />be accomplished, including: <br /> <br />1. Completing and receiving approval of the Hydrology Study which would determine <br />the extent of spillway work necessary to achieve a "hydraulically adequate" spillway <br />determination (this is significant since it is the primary cost item of the proposed <br />rehabilitation) <br />2. Ascertaining the "Yampa Participants'" continued willingness, as the other owner, to <br />participate in the engineering and project rehabilitation costs <br />3. Defining the detailed scope of rehabilitation and the associated costs by completing <br />preliminary design of the project so that all parties involved in the project know this <br />information as it relates to their respective involvement in the project <br /> <br />Item 1 has been accomplished by the City's consultant (Ayres Associates) and, <br />fortunately for all parties, the spillway has been found to be hydraulically adequate as it <br />currently exists, saving a considerable amount of money from the project. <br /> <br />Item 2 has been accomplished since we understand that the "Yampa Participants" are <br />interested in continued involvement, at least through the preliminary design which will <br />define what needs to be accomplished and the cost of the project. <br /> <br />Item 3 has just been initiated by the City in order to better define the remammg <br />implementation issues so that the details of the Agreement, the rehabilitation cost <br />RIECEDVIED <br /> <br />JUt 19 1999 <br /> <br />Colorado Water <br />Conservation Board <br />
