. ~,

."
"

As we discussed last week, $750,000 was authorized for Elkhead Reservoir in the 1986
CWCB Construction Fund legislation. The legislative authorization does not identify a
project sponsor or a specific project.

Morrison Knudsen Engineers submitted the Feasibility Study for Enlarging Elkhead Lake
Dam and Reservoir to us in 1987. The Morrison Knudsen report recommended a project
that included a spillway enlargement and an increase in reservoir capacity of 2,400 acre-
feet. (We believe that this is the project that was intended by the 1986 authorization but
we are still researching the background of the authorization.) The study identified several
project participants including the City of Craig.

As I mentioned, it is now the policy of the Board to review the status of all projects that
have been authorized for three years or more and are not yet under contract. Elkhead
Reservoir will therefore be one of the projects to be reviewed for possible deauthorization
at the November 22 and 23, 1999 Board meeting to be held in Denver.

Thanks, Doug, for filling me in on the work currently underway. We will await a written
response from you or the City of Craig regarding the status of the Elkhead Project before
formulating a recommendation to the Board on the 1986 authorization.

Sincerely,

~ /.s~~

William E.
