Dear Doug:

Enclosed per your request is a copy of the-Construction Fund Guidelines describing the
CWCB Construction Fund loan program, the requirements for planning studies, and
design and construction administration procedures under the loan program. Also enclosed
is an application for CWCB funding.

A feasibility study addressing the economic, financial, technical and institutional
feasibility of a proposed project is required for any funding request from the
CWCB. The study will generally include:

. A description of the need for and purpose of the project,

. A description of the project sponsor(s) to include type of entity, service area and
customer base,

. An analysis of alternatives for accomplishing the project sponsor's objective,

. A description of the selected alternative to include a preliminary design, cost
estimates and the source(s) of water for the project,

. A description of project impacts and permitting requirements,

. A detailed financial plan to describe the sources of financing for the project and the
project sponsor's ability to repay all existi~g and projected debt service, and

. A summary of the institutional considerations (permits, contracts, etc.) required for
project implementation.
