<br />ATTACHMENT A <br /> <br />Scope of Services <br /> <br />The Scope of Services generally consists of preliminary design and related evaluations associated <br />with rehabilitation of the Elkhead Dam. The purpose of this project is to identify physical condition <br />issues and rehabilitation associated with both the ownership transfer of the dam/reservoir from the <br />Colorado Division of Wildlife to the City; and the subsequent design and actual implementation of <br />the items in need of rehabilitation. Those items are more fully described in the following scope of <br />work which includes: <br /> <br />1. Engineering Proiect Management. This includes general control and coordination of all eHort <br />needed to accomplish the scope of work; written and verbal communications; contract <br />administration; billings and cost accounting; schedule management; and periodic reporting. <br /> <br />2. Obtain. Review. and Summarize all Available Background Information. This will include use of <br />both established documentation and interviews with OWNER's personnel who have information <br />which may be of value. The objectives of this item are to identify the specific issues to be <br />addressed in the scope of work; to obtain all OWNER information; to bring CONSULTANT <br />knowledge of the project current to date; and to assure there is concurrence between the <br />OWNER and the CONSULTANT on the issues to be addressed and the level of detail. <br /> <br />3. Physical Inspection and Analysis of the Dam and Related Facilities. This includes evaluation of <br />the existing dam components by category as follows: <br /> <br />. Roadway and Spillway Bridge - The condition and conformance with applicable <br />standards will be addressed. This will cover the roadway geometry (width and plan <br />layout) roadway structural section (vertical and horizontal), bridge structure, <br />bridge/roadway transitions, access to dam components, drainage and roadway <br />vertical curve. An important issue here is what is needed to rehabilitate features and <br />who is the responsible entity. <br /> <br />. Maintenance - Identification of conditions which can be handled by routine <br />maintenance and what is currently needed to bring those conditions to an acceptable <br />level. This includes things such as rodent control, tree and root control, sufficiency <br />of riprap, vegetation coverage, and guard rail repair. <br /> <br />. Primary Outlet - Subaqueous physical inspection of the outlet structure is expected <br />to be necessary (versus inspection in the dry) and it is assumed operating personnel <br />will be present exercise the gate for observation by the inspector. The outlet pipe <br />will be inspected using closed circuit television from the downstream end after <br />external sealing of the gate by the diver. It is known that the primary outlet gate has <br />sealing and possible operational problems. Rehabilitation or replacement will be <br />evaluated keeping in mind the possible need to install screening devices in the <br />future. Flow and level monitoring devices will be evaluated and appropriate <br />modifications recommended consistent with State Engineer needs. <br />
