Seven hundred and sixty-one owners of irrigated land within the District, but not embraced within the incorporated limits of a city or town, approximately forty-three per certt (43%) of all owners of irrigated land within the District, signed the petition to organize the District, each of whom listed the tract he O\qnS opposite his name, and each tract so listed has an assessed valuation, together with improvements thereon, of not less than One Thousand Dollars ($1,000.). 18.
