The water rights paragraph on page 3-4 and Table 3-2 could use a little more <br />explanation and should be organized to show the various categories of water rights: <br />(1) direct flows, (2) shares owned by the City in various ditch companies, (3) C-BT <br />shares, and (4) Windy Gap water. Table 3-2 is very difficult to read. The study should <br />also indicate which of these rights will be stored in Green Ridge Glade and the <br />expected incremental yields resulting from the expansion of the reservoir. What is the <br />typical mode of operation for Green Ridge Glade? A discussion and a drawing would <br />be helpful. <br /> <br />5. Water Quality on page 3-4 could use a little more discussion other than a statement <br />that water quality is good. What water quality parameters were examined and how do <br />they relate to the proposed use of the water; i.e., municipal water supply. <br /> <br />6. Under 3.5, Water Demands on page 3-4, no demand figures are given, only a <br />reference to Appendix E. A table or a graph of water demands over time would be <br />useful. <br /> <br />7. In Section 4, Field Investigations, references to site maps should be provided along <br />with the text to allow the reader to visualize where the various test sites are located. <br />Weare currently in the process of reviewing the technical content of Section 4 and <br />will advise you of any further comments. <br /> <br />8. The report fails to provide any coherent description of either the hydrology or <br />hydraulics for spillway design. Page 1 of appendix G states that "The Feasibility <br />Study will present flood routing results for several spillway types and widths." I was <br />unable to find this information. Appendix G also has numerous references to <br />Appendix A for hydrologic calculations but Appendix A of this report contains <br />demographic information. The results of both the hydrology and spillway sizing <br />calculations should be described and presented in tabular form somewhere in the main <br />body of the report. <br /> <br />9. Section 5 should begin with an introductory paragraph to describe the concepts and <br />the process used to formulate and evaluate alternatives. How were the alternatives <br />developed? What were the steps in the process? What evaluation factors were used? <br />Who participated in the screening process and how was the process documented? The <br />drawings in Section 5 should be included in synch with the text so the reader can see <br />the configurations and locations of facilities. It's very difficult to follow several <br />paragraphs of detailed technical description without drawings or maps. The <br />descriptions of the alternatives themselves could use some editing to make them a <br />little more reader friendly. <br /> <br />2 <br />
