The evaluation factors listed on page 5-10 do not correspond to the evaluation factors <br />listed on page 15 of the 7/1/97 Scope of Work. In addition, there is no way to <br />determine how the alternatives were evaluated, or how comprehensive the evaluation <br />actually was, from the information given in Section 5. The evaluation lacks both <br />detail as well as any kind of summary tabulation to allow the reader to compare one <br />alternative against the other and arrive at any sort of conclusion. <br /> <br />11. From our conversation, it's my understanding that one of the alternatives in Section 6 <br />was not selected by the City. This section of the report also has problems with <br />drawings not available or not in synch with the text. <br /> <br />12. The Financial Program in Section 7 should specify: the total.amount needed from all <br />sources for the selected project; a description of proposed financing arrangements or <br />various financing scenarios to provide the needed funds; and a detailed analysis of <br />revenues and expenditures for the entire period of debt retirement. If sources of <br />financing other than a Construction Fund loan are proposed, these sources should be <br />described along with expected financing rates and terms. The schedule of revenues <br />and expenditures should then show each major category of revenues or costs to <br />include debt service on the Construction Fund loan as well as loans or bonds obtained <br />from other sources. Enclosed is an example of a revenue/expenditure schedule. Also, I <br />was unable to find the City's current rate schedule in the report. <br /> <br />13.
