The description of the 1988 CDM study in the second paragraph on page 1-2 is <br />inadequate and misses the whole point with regard to the objective of the 1988 study. <br />The 1988 study was not done for the purpose of "investigating enlarging the storage <br />capacity at GRG Reservoir". It was a comprehensive water supply study to assess <br />various degrees of drought impacts on the City's water supply system and to develop <br />and evaluate alternatives over a 30-year planning horizon. Among those alternatives <br />was the expansion of Green Ridge Glade. The link with the current study should be <br />clearly established with an adequate description of the 1988 study <br /> <br />2. The study objective on page 1-4 simply begs the question as to what the study is all <br />about. The consultant should review page 2 of the 7/1/97 Scope of Work. The three <br />items listed under Study Objective on page 1-4 belong more appropriately under <br />subsection 1.4, Need for the Project, while the remainder of the information in this <br />section should probably be placed in a separate subsection titled Action by City <br />Council and Water Board. In other words, there is currently nothing in this part of the <br />report dealing with the study objective. <br /> <br />3. The History of the City of Loveland on page 2-1 has a gap of 100 years jumping from <br />establishment of the Loveland water utility in1877 to Green Ridge Glade construction <br />in 1977. <br />
