Weare <br />happy to see the Board discussing the construction fund and how these monies can best be used in the <br />future. Staff from the City of Loveland will attend at least a portion ofthe workshop, but we are not sure if <br />there will be an opportunity for public input during the discussion, or if we will be present at the appropriate <br />time. Accordingly, we wish to express our thoughts in this letter. <br /> <br />As you know, the City of Loveland has worked with the CWCB staff since 1985 on planning for its long <br />range raw water supplies. This has involved a raw water study and drought study, and preparation for the <br />expansion of Green Ridge Glade Reservoir. We are currently in the process of selecting an engineering <br />consultant for a feasibility study and design, and are working on a parallel track with Tom Pitts to <br />accomplish the environmental tasks required as well. We expect to be entering into engineering design in <br />1998, and our City Council has targeted the beginning of construction for 2000. At that time, we project <br />that the City can cash fund approximately half ofthe estimated nineteen million dollar cost of the project, <br />and will need to borrow the remaining portion. Our revenue streams are strong enough, if rates remain <br />unchanged, that a fairly short pay back period of 10 to 15 years should be possible. <br /> <br />We understand that at least a portion of the Board's goal is to provide a source of funds for projects which <br />might otherwise be unable to proceed. This is a very worthy and necessary function to ensure safe supplies <br />of water around the state, which we applaud. Loveland, fortunately, is currently in a stronger financial <br />position than that, but we feel there is still a legitimate role for CWCB funding for a portion of this project. <br />The money can be loaned for a relatively short period of time, limiting the time it is unavailable in the <br />revolving fund, with a good assurance of full payback with interest. <br /> <br />We are anxious to hear from the CWCB staff or Board about any decisions which are made as a result of <br />this workshop. We would also appreciate having a copy of the minutes from the meeting. It will be helpful <br />to the City as it continues planning this project to know whether to expect CWCB construction funds to be <br />available, and if so, what approximate amounts.
