ARAPAHOE COUNTY WATER AND WASTEWATER AUTHORITY

1.6 CURRENT WATER CONSERVATION ACTIVITIES

ACWW A has implemented a number of water conservation activities. The following sections
outline the Authority's current water conservation activities. This information is also
summarized in Worl(sheet 1-3 (Appendix A).

1.6.1 Regulation/Ordinances

The ACWW A Rules and Regulations have a section regarding water conservation (Appendix E).
In this section, ACWW A encourages the use of water conservation devices for all properties
served by the Authority's water supply. The Rules and Regulations also have provisions for
conservation enforcement. The Authority states that the water provided is for beneficial use and
that wasting of water will not be permitted. Conservation orders can be imposed if the Authority
is facing an immediate shortage in its supply of water which threatens the health, welfare, and
safety of the inhabitants and visitors of the ACWW A service area. A public meeting on the water
conservation orders should be held as soon as possible after the implementation of a
conservation order. If the Authority has implemented conservation order and a person or entity is
found to be out of compliance with the conservation order the following penalties can be
assessed. The first violation of a conservation order will result in written notice and a $100
charge, the second violation will result in a written notice and a $250 charge, and the third or any
subsequent violations will result in suspension of further service to the premises, a $500 charge,
or both. Appeals of penalties and charges described above may be made to the ACWW A Board
of Directors.

1.6.2 Water Reuse System

Currently ACWW A provides reclaimed water for the Valley Country Club at a maximum daily
rate of 440,000 gpd. Although the Water Reuse System doesn't directly conserve water by
reducing water demands, the system allows for water to be used a second time for a demand that
would otherwise require additional potable water to be supplied. The Water Reuse System
therefore also reduces the required capacity of the JWPPWTP. The Non-potable Water System
2005 Master Plan Update (prepared by WWE 2005) provides planning for the expansion of the
non-potable water system in order to serve a large portion of the Authority's service area.

1.6.3 Technical Assistance

The Authority has access to a water conservation expert though an agreement with the South
Metro Water Authority. Customers who are interested in speal(ing with the water conservation
expert should contact the Authority for more information.

Richard P.
