Water Conservation Plan

1.4.3 Developer Contributions

Developer contributions represent another revenue funding source and are used to finance
growth related capital projects (in addition to user charges). As part of the land development
process, developers build the infrastructure needed and convey it to ACWW A when complete.
These assets are assumed by ACWW A and are considered "in-l(ind" payment because they
offset the costs ACWW A would have paid if constructed by the Authority.

1.5 CURRENT POLICIES AND PLANNING INITIATIVES

The Authority does not have any major policies that affect water use under normal conditions.
Tap fees are assessed on commercial and residential developments on the basis of tap
equivalents. Tap equivalents are determined based on the amount of flow required and the water
supplied to the tap per year. Currently, there are no restrictions on the number of new taps that
are installed in the ACWW A service area per year.

Recent major planning efforts include the research of the issues needed for the preparation of the
following reports.

. Joint Water Purification Project Preliminary Engineering and Design Report, 10/2005
(Arber)
. Joint Water Purification Project Raw Water Delivery System Master Plan, 8/2005
(WWE)
. Non-potable Water System Master Plan, 4/2005 (WWE)
. ACWW A Emergency Response Plan, 12/2004 (WWE)
. Source Water Assessment, 11/2004 (WWE)
. ACWW A Vulnerability Assessment, 9/2002 (WWE)
. ACWW A Potable Water System Master Plan Update, 9/2002 (WWE)

Future areas of planning include the preparation of the following reports:

. 2007 - Potable Water System Master Plan Update
. 2007 - Emergency Response Plan Update
. 2007 - Business Plan Update / Rate Studies

Water use is metered by ACWW A and billed at rates that increase as the amount of water used
increases. The billing rate structure has not been optimized to encourage water conservation, but
is currently being evaluated and will be adjusted in 2007.

November 2006

9

Richard P.
