i

4. The project is located in the western half of Montezuma and Dolores Counties.

5. Project description:

Since the Dolores Project was planned and constructed in the 1970's and 1980's, water uses have
developed which the project is NOT able to provide either because of an inadequate water supply
or lack of delivery facilities. These water uses include, but not limited to: (1) irrigation of farm
lands adjacent to the Dolores Project lands which cannot be served due to insufficient water
supply and the lack of distribution pipelines to deliver water to the land; (2) increased water for
the fishery below McPhee Dam which could not be supplied due to an insufficient water supply;
(3) additional municipal water demands upstream of McPhee Dam and in San Juan County, Utah
for which there is a water supply but no facilities to deliver the water. The feasibility study will
investigate alternatives and select a plan to meet as many of these needs as possible within the
financial constraints.

The increased water supply and/or acres to be provided include, but not limited to, are:

. up to 3,300 acre-feet of additional water for the cold water fishery below McPhee
Dam;
. up to approximately 12,200 acre-feet of water to serve 6,100 acres of additional
irrigated land that is presently dry farmed and has been classified as irrigable by the
Bureau of Reclamation;
. potential delivery of up to 2,000 acre-feet of municipal water to San Juan County,
Utah (towns of Monticello, Blanding and rural areas); and
. water for users upstream of McPhee Reservoir possibly including the Town of Rico.

The feasibility study will be performed to develop an affordable plan that incorporates existing
facilities and new facilities to supply and deliver water for the identified needs. The feasibility
study will involve detailed data possibly including: geotechnical evaluations and detailed
topography of the reservoir sites, preparation of feasibility level designs and costs, preparation of
the environmental compliance documents and the related field work, negotiation of the necessary
agreements with involved entities, obtaining the necessary funding, and financial evaluations of
repayment.

Refer to the attached Scope of Work for details of the study methodology.

6. Engineering and legal consultants:

Janice Sheftel with Maynes, Bradford, Shipps and Sheftel - PO Box 2717, Durango,
Colorado 81301,970-247-1755.

Steven Harris with Harris Water Engineering, Inc. - 954 East Second Avenue, Durango,
Colorado 81301, 970-259-5322.

The DWCD intends to provide support staff (e.g. drafting and secretarial) rather than
through the consultant and requests that these costs be included as feasibility study costs.
