<br />7. The Small Dam Site Reconnaissance Study sponsored by the CWCB and conducted by <br />Harris Water Engineering in 1994 addressed Beaver Creek Dam. <br /> <br />The DWCD has conducted appraisal level analysis of the WET PACK but has not prepared <br />a report. <br /> <br />8. The total estimated construction cost is expected to be between $11 and $25 million <br />including engineering and environmental costs; the cost range is based on appraisal level <br />evaluations of the minimum and maximum possible facility configurations for various water <br />supply options. <br /> <br />9. The feasibility study cost is estimated to not exceed $150,000; generally based on the <br />following approximate breakdown of major work items. The DWCD is requesting that the <br />CWCB provide 75% of the funds and the DWCD will provide 25% of the funds. Further, the <br />DWCD requests that repayment of the funds provided by the CWCB be forgiven if a feasible <br />project cannot be developed. If a project is feasible, the DWCD requests that the CWCB and <br />DWCD feasibility study funds be added to the construction loan. <br /> <br />Technical and Financial Analysis <br />Field Data Collection (geotechnical, mapping, etc.) <br />Environmental Studies <br /> <br />$100,000 <br />$35,000 <br />$15,000 <br /> <br />Maximum Feasibility Study Cost <br /> <br />$150,000 <br /> <br />The proposed source of Feasibility Study funds is listed below. The grant amount is <br />assumed to be available from one of the CWCB grant programs. <br /> <br />CWCB Grant <br />DWCD 25%, maximum amount <br />CWCB 75%, maximum amount <br /> <br />$10,000 <br />$35,000 <br />$105,000 <br /> <br />The feasibility study is expected to require approximately 1.5 to 2 years to complete. <br /> <br />Part C. - Project Sponsor Financial Information <br /> <br />1. The DWCD's only debt is the repayment contract with the Federal Government to repay the <br />local portion of the Dolores Project. The user charges from irrigation, M&I users and <br />property taxes are collected for the following debt service. <br /> <br />Irrigation Debt $7,227,516 (water charges) $2,517,186 (Ad Valorem payments) <br /> <br />M&I Water Debt $33,020,800 including interest. <br /> <br />2. The DWCD has no liabilities that are in default. <br />
