<br />,~-; i. <br /> <br />1994 Master Plan Update <br />Town of Elizabeth <br /> <br />INTRODUCTION <br /> <br />MeureT & Associates is pleased to present the 1994 update to the 1988 Water and <br />Sanitary Sewer System Master Plan for the Town of Elizabeth. In this Master Plan <br />Update, we present the curTent demands on the wateT system and flows at the <br />wastewater treatment facilities (WWTF), project the future demands, recommend <br />additional water and WWTF facilities necessary to meet the Town's needs for supply <br />and treatment, and estimate the costs of these facilities. In preparing this update, we <br />have Telied on the following resources. <br /> <br />1 . Data and information from the 1988 Master Plan (Meurer & Associates) <br />2. Data and information from the 1990 Wastewater Treatment Facility <br />Capacity Study (Meurer & Associates) <br />3. Growth projections provided by Town staff <br />4. ConveTsations with Town and Elizabeth School District staff <br />5. Actual water usage in the past several years, based on well production <br />records and conversations with Town staff <br />6. Actual WWTF flows, based on the WWTF records <br />7. Building peTmit and water/sewer tap information supplied by MT. David <br />Bretzke, Town ManageT, in a letter dated July 1, 1994 <br />8. Correspondence from HRS Water Consultants, the Town's hydrogeologist <br /> <br />The study period used as the basis for evaluating the water demands and wastewater <br />flows in this study is based on growth within the Town's service area. Mr. Bretzke has <br />provided an estimate of the development that he expects will occur in the Town over <br />the next two to five years. Therefore, the study period is defined in terms of growth <br />and not necessaTily in terms of a specific time frame. Growth projections are discussed <br />below. <br /> <br />DEVELOPMENT <br /> <br />For the purposes of projecting water system demands and WWTF flows, it is <br />convenient to express development in terms of Single Family Equivalent (SFE) units. An <br />SFE unit represents a typical single-family residential dwelling unit. The number of <br />people per single family unit in the Town of Elizabeth is estimated to be 3.1 people, on <br />average. With this in mind, all multifamily residential dwelling units are converted to an <br />equivalent number of single-family residential dwelling units. Other land uses, such as <br />commercial, schools, parks, etc., are also converted to an SFE unit. This conversion is <br />based on the water demands and wastewater flows that are typically expected from <br />that land use in terms of a single-family residential unit. <br /> <br />Meurer & Associates <br />October 5, 1994 <br />Page 2 <br />
