<br />. <br /> 2 <br /> 3 <br /> 4 <br /> 5 <br /> 6 <br /> 7 <br /> 8 <br /> 9 <br /> 10 <br /> 11 <br /> 12 <br /> 13 <br />. 14 <br />15 <br /> 16 <br /> 17 <br /> 18 <br /> 19 <br /> 20 <br /> 21 <br /> 22 <br /> 23 <br /> 24 <br /> 25 <br /> 26 <br /> 27 <br />. <br /> <br />hereby appropriated, out of any moneys in the Colorado water <br /> <br />conservation board construction fund not otherwise appropriated, to the <br /> <br />Colorado water conservation board, for the fiscal year beginning July 1, <br /> <br />2007, the sum of one million five hundred thousand dollars ($1,500,000), <br /> <br />or so much thereof as may be necessary, for the board to develop and <br /> <br />implement a competitive grant program to advance < {temporarv (?)}> <br /> <br />agricultural transfers as alternatives to permanent agricultural dry-up in <br /> <br />the South Platte and Arkansas river basins, including but not limited to, <br /> <br />interruptible water supply agreements, long-term agricultural land <br />fallowing, water banks, reduced consumptive use through efficiency or <br />cropping while maintaining historic return flows, and purchase by end <br />users with leaseback under defined conditions. The board, in consultation <br /> <br />with the basin water users, shall develop the detailed grant program <br /> <br />design. <br /> <br />(2) The moneys appropriated in subsection (1) of this section shall <br />remain available for the designated purposes until the project is <br />completed. <br />SECTION 19. Rocky Mountain fen demonstration project - <br />appropriation. (1) In addition to any other appropriation, there is <br />hereby appropriated, out of any moneys in the Colorado water <br /> <br />conservation board construction fund not otherwise appropriated, to the <br /> <br /> <br />Colorado water conservation board, for the fiscal year beginning July 1, <br /> <br />2007, the sum of up to one hundred thousand dollars ($100,000) not to <br /> <br />exceed ten percent of the total project cost, or so much thereof as may be <br /> <br />necessary, for the board to participate with the Colorado mountain college <br />- timberline campus, in a demonstration project designed to explore the <br />extent to which the harvest and transplantation of slow-forming organic <br /> <br />-16- <br /> <br />DRAFT <br /> <br />DRAFT <br />12.15.06 <br />
