The Town of Castle Rock, located in Douglas County, Colorado, qualifies
as a covered entity because it is a municipality that has a legal obligation to supply, distribute, and
provide water at retail rates to domestic, industrial, and public facility customers. The Town's total
demand is over 2,000 acre-feet per year.

The grant monies requested would aid in the re-write of the Water Conservation Plan submitted to the
State in 1996., The Town is requesting $12,000 to aid in the analysis of streetscapes and commercial
properties as well as supplement the cost of staff time used to complete this Plan. To ensure that
the Town of Castle Rock's water demands can be met in the future, the plan is in the process of being
reviewed and updated to comply with the CWCB outline. Castle Rock's population has more than
doubled over the past decade and the current estimated population is just over 35,000 residents. Future
population scenarios project a population of around 100,000 residents by 2027. This high growth rate
has created a need for a more comprehensive plan. Financial assistance to design, promote, and
implement that plan is critical.

Water supply issues are of utmost importance in Castle Rock since 96% of all the water rights for the
"fown are comprised of groundwater. As these supplies are non-renewable, the Town is considering
,Ilany other alternatives to provide water for our customers. Water conservation and water management
are major components in the creation of our long-range plan.

"

Thank you for considering The Town of Castle Rock for the Water Conservation Planning Grant. The
Town of Castle Rock is committed to providing adequate water supply for the town's growing
requirements without compromising desired water services. Our staff of qualified water resource
planners, engineers, and horticulturalist is capable of accomplishing the proposed plan. We believe, with
help from CWCB, this goal is attainable. If you have any further questions, please don't hesitate to call
Heather Clark at 720-733-6027.

Sincerely,

-u~ 21?edef

Ron Redd, P.E.
Utilities Director

cc: Mark Stevens, Town Manager
Mark Scott, Engineering Manager Water Resources and Planning
Heather Clark, Water Conservation Technician

175 Kellogg Court, Castle Rock, Colorado 80109/ Office: 720-733-6000/ Facsimile: 303-688-0437
