<br />I <br />I <br />r <br />I <br />I <br />I <br />I <br />I <br />I <br />It <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />, <br />I <br /> <br />Opinion of Probable Cost <br />The following opinion of probable cost includes the engineer's estimate of probable <br />construction costs of the proposed roadway plus an allowance for professional services fees <br />for design and construction phase services. Construction phase services typically consist of <br />survey stakeout, materials testing, and on-site construction observation. Assumptions made <br />as part of the conceptual level cost estimate are as follows: <br />1. The costs used are based on current construction costs from projects bid in the 2003-2004 <br />time frame within the Colorado Front Range. The projects used to determine applicable <br />average prices are public works roadway projects. <br />2. Where quantities and/or unit prices for particular items are not able to be determined with <br />reasonable accuracy at this level of design effort, the engineer has used his professional <br />judgment based to estimate a reasonable cost. <br />3. An allowance consisting of a percentage of construction cost has been allocated to allow <br />for professional design services and construction phase services including materials <br />testing, construction observation and construction staking. These percentages are based <br />on the engineers experience and professional judgment. Pre-design studies including <br />environmental assessments, cost impact studies, hydrological analyses, etc. have not been <br />included in this estimate. <br />4. Only the main roadway alignment shown is included in the cost estimate. Other minor <br />roadways, parking lots, buildings, etc. are not part of this estimate. <br />
