<br /> <br />2.4 Gunnison Basin <br /> <br />2.4.1 Procedural Accomplishments <br /> <br />The Gunnison Basin Roundtable has been meeting <br />regularly on the first Monday of each month. Ms. Michelle <br />Pierce was elected Chair of the Gunnison Basin <br />Roundtable and Ms. Sharon Dunning retained to serve <br />as a paid recorder. As required by Section 37-75- <br />1 04(b)(lI) of the Act, Mr. Bill Trampe and Mr. Marc Catlin <br />were elected to serve as IBCC representatives. The <br />Gunnison Basin Roundtable elected four non-voting at <br />large members. <br /> <br />As required by Section 37-75-104(a)(l) of the Act, the <br />Gunnison Basin Roundtable adopted bylaws and <br />established basin goals on December 2, 2006. <br /> <br />2.4.2 Gunnison Basin Educational <br /> <br />Accomplishments <br /> <br />The Gunnison Basin Roundtable formed an Education <br />Subcommittee to identify topics for presentation.The <br />Gunnison Basin received a series of educational <br />presentations during the year. Topics included an <br />overview of Colorado water issues and water <br />administration, SWSI, the Upper Gunnison River Water <br />Conservancy District, the Grand Mesa Water Project, <br />and legal issues in the Gunnison Basin. The <br />presentations received by the Gunnison Basin <br />Roundtable are available on the Colorado Water for the <br />21 sl Century section of the DNR website. <br /> <br />~ <br />~ <br />~ <br />~ <br />~ <br />~ <br />~ <br />. <br />. <br />. <br />. <br />. <br />. <br /> <br />2.4.3 Gunnison Basin Needs <br /> <br />Assessment Accomplishments <br /> <br />A Water Supply and Needs Report for the Gunnison <br />Basin was prepared utilizing information from the SWSI <br />Report as required by Section 37-75-104(c)(II). Mr. Rick <br />Brown of CWCB and Mr. Kelly DiNatale of CDM <br />presented on how the information for the SWSI Report <br />was developed. The Gunnison Basin Roundtable <br />identified the following issues that they should address: <br /> <br />. Is the current level of detail adequate? <br /> <br />. 'i~)~__ <br /> <br />. Is there missing information? <br /> <br />. Do water providers and counties have data on water <br />use and existing and future service areas and land <br />use development policies? Will they share the data? <br /> <br />. Do water providers have information on firm yield of <br />existing supplies and plans to meet future needs? Will <br />they share the data? <br /> <br />. What is the appropriate planning period for the future <br />demands? <br /> <br />Additionally, members of the Gunnison Basin Roundtable <br />noted that data for the years from 2002 to 2004 should <br />be considered for its needs assessment, as SWSI <br />covered only data through 2000. The Gunnison Basin <br />Roundtable voted to use the SWSI-based needs report <br />as a starting point and do a formal critique to clearly <br />identify data gaps. <br /> <br />2.4.4 Major Water Issues in the Gunnison <br />Basin <br /> <br />Based on the findings in the needs assessment, the <br />Basin Roundtables are tasked with identifing major water <br />issues in their basin and proposing projects or methods <br />to meet those needs. The major water issues in each <br />basin as identified during SWSI served as a starting point <br />for the Basin Roundtables to further develop and refine <br />their own list of major water issues. Following are some <br />of the major issues in the Gunnison Basin identified in <br />SWSI: <br /> <br />. Growth in the headwaters will require additional water <br />management strategies. <br /> <br />. Addressing agricultural water shortages in the upper <br />portion of the basin is an important goal of the <br />community; lack of financial resources is an <br />impediment. <br /> <br />. There is concern over possible future transbasin <br />diversions and the effect this might have on the <br />basin's future. <br /> <br />. Resolving federal issues is a priority. Federal issues <br />include: resolving the National Park Service claims for <br />flows in the Black Canyon, completion of the Blue <br />Mesa/Aspinall reoperations EIS, and addressing <br />Endangered Species issues in the Gunnison River <br />near the confluence with the Colorado River main <br />stem. <br /> <br />. The area between Ouray and Montrose is rapidly <br />growing. Tourism is important in the headwaters but <br />agriculture is dominant in the Uncompahgre Valley. A <br /> <br />2-7 <br />
