<br />$500,000 from 16 Water Users hoping to benefit from the storage reallocation. The 16 Water Users have <br />entered into a contract arrangement with the CWCB using a mechanism known as a Letter of <br />Commitment that specifies cost requirements and other obligations of the parties. Those Letters of <br />Commitment have not been modified since they were first executed. <br /> <br />Ie <br /> <br />Cberry Creek Probable Maximum Flood (PMF) Study: Progress continues to be made by the Omaha <br />District of the U.S. Army Corps of Engineers regarding the Cherry Creek Probably Maximum <br />Precipitation (PMP) review and revised Probable Maximum Flood (PMF) study. The Corps has <br />completed its detailed review of the site specific PMP study submitted by Applied Weather Associates on <br />behalf of the CWCB. The Corps formally supplied a list of technical questions (31 questions to be exact) <br />for which they request a response from A W A. This step will help to clarify and solidify the site~specific <br />study findings that are scheduled to be used in the PMF analysis as a next step. <br /> <br />In addition, the Corps is required by federal policy to undertake a reconnaissance level seismic study for <br />the facility as a way of ascertaining qualitative risk from future earthquakes that may impact the dam. The <br />Corps is seeking local seismic expertise to participate and review technical information for their seismic <br />report. No work has formally begun on that effort, but Corps staff will notify CWCB staff regarding any <br />progress or issues. <br /> <br />For background information, the PMPIPMF studies were re-initiated based on direction received from <br />Colorado Congressional delegates Tom Tancredo and Joel Hefley who, at the time, approved the Corps to <br />move forward with the Cherry Creek PMF Study. The Corps will work closely with the CWCB and local <br />interests during this important next phase of the work. <br /> <br />This PMF study will be completed by Omaha Corps professional staff. The Corps and the CWCB have <br />developed a work plan and are updating the project schedule for completing the major study tasks. The <br />ultimate goal in this process is to complete the PMF study with the most reasonable PMP values, and then <br />develop dam safety improvement recommendations at Cherry Creek Reservoir that are acceptable to <br />local, state, and federal interests. The recommendations may lead to the need for physical improvements . <br />to the dam/reservoir based on current federal standards and the desire for increasing public safety. <br /> <br />Denver Water Cloud Seeding Evaluation: Based on the successful execution ofthe contract between <br />Arizona, Nevada, California and the CWCB, Denver Water will likely contract with Western Weather <br />Consultants for $40,000 worth of cloud seeding using six generators at Winter Park Ski Resort. This is the <br />last year of their five-year cloud seeding permit. Denver Water wants an evaluation component and has <br />worked with staff to develop a $90,000 Proposal. <br /> <br />The CWCB would likely contract with WET-International consulting firm comprised of mostly retired <br />USBR employees. The evaluation deploys an NCAR ice nucleus counter to measure concentrations of <br />ice crystals during seeded and non-seeded storm events. Also, an icing rate sensor will be used to <br />characterize timing and duration of wet and icy conditions thought to be good for cloud seeding <br />effectiveness and compare them with contractor operational decision making. <br /> <br />Soutb Platte Easements Update: The CWCB has received four requests in the last year for easement <br />agreements with the CWCB: <br />. Roxborough Park Metropolitan District needed two easements to use 11,000 feet, or just over two <br />miles, of the CWCB right-of-way for a wastewater pipeline. <br />. The second request was also by Roxborough and was used to reroute an existing stormwater <br />drainage at Belleview to enable Roxborough to tie into a waste-water pipeline cleanly at <br />Belleview Avenue. <br />. The third request was by Columbine Valley Golf Club's request for 6.25 acres ofland to extend <br />golf greens and tees and re-incorporate the South Platte River. <br /> <br />. <br /> <br />30 <br />
