The fourth request was at the September 2006 CWCB meeting in Vail, Colorado and was for the <br />Town of Columbine Valley to improve drainage conditions and replace a drainage pipe from <br />1956. <br /> <br />. To summarize briefly: The two Roxborough easement agreements have been executed, and they are <br />finished rerouting drainage at Belleview. Roxborough is in the temporary construction easement phase for <br />the wastewater pipeline, and contractors have been hired. The schedule estimates that Roxborough will be <br />through the CWCB reach in the next two to four months, although this depends on weather conditions. <br />Special attention has been paid to the recreation/construction interface. Contractors are staging equipment <br />and supplies to begin crossing the South Platte River at Belleview and start working southward on the <br />South Platte River. The Columbine Valley Golf Club easement has recently been executed. The two large <br />easements generated $125,000 for the CWCB that will be used for maintenance activities on the South <br />Platte River such as bank stabilization, tree removal, culvert cleaning. This reach is annually inspected by <br />the Corps of Engineers. The Town of Columbine Valley's easement is in progress and should be executed <br />by December 2006. Staff will periodically update the Board on progress of the Roxborough easement. <br /> <br />South Platte River GIS Project: Flood Protection staff have developed a small GIS and database <br />project related to the seven miles ofCWCB floodplain lands and its easement grantees. Features like land <br />ownership, recreation trails, and South Platte Channel Improvement Project features will be mapped and <br />readily available. A key feature of this project is the database of easement grantees. This project will <br />capitalize on recent work ofTST Infrastructure, the engineering consultant for Roxborough Park <br />Metropolitan District. A Purchase Order was issued to Planet GIS for $20,000 on October 24 to <br />commence the project. Staff will update the Board with an infonnational presentation once this project <br />nears completion. <br /> <br />. <br /> <br />8B06-193 Underground Water Storage Study Update: The objective of this study is to identify and <br />perfonn an evaluation of potential underground water storage sites within the South Platte and Arkansas <br />River Basins, taking into account technical, economic and ecological considerations. The study is being <br />perfonned by CDM, under the supervision of the CWCB, and in coordination with the Colorado <br />Geological Survey. <br /> <br />The scope of work for the study includes three main tasks: 1) Data Compilation and Site Characterization; <br />2) Site Evaluation; and 3) Reporting. The first task comprises the majority of the study, and this is where <br />the current work is being done. Numerous previous studies and related data have been collected and <br />reviewed, and experts within both the South Platte and Arkansas Basins are being contacted regarding <br />their experience and ideas concerning potential sites for underground storage in their respective basins. <br />The project team has also met with and solicited input from the groundwater committees for the three <br />IBCC Roundtables affected by the study: South Platte, Metro, and Arkansas. <br /> <br />The remaining analysis and documentation will be completed in the next two months, with a draft report <br />completed in January 2007. The study is due to the legislature by March t, 2007. <br /> <br />Bill Transferring Water Rights Signed Into Law: On October 13, U.S. Rep.Marilyn Musgrave <br />announced that her bill to transfer control of federal water infrastructure to local management was signed <br />into law by President Bush. The new law transfers three distribution facilities from the Bureau of <br />Reclamation to the Northern Colorado Water Conservancy District. <br /> <br />The titles to the S1. Vrain Supply Canal, Boulder Creek Supply Canal, and the South Platte Supply Canal <br />were transferred when the president signed Musgrave's bill. These are part of the larger Colorado-Big <br />Thompson Project, which diverts 260,000 acre-feet of water annually from the Colorado River <br />headwaters on the Western Slope to the Northern Front Range. <br /> <br />. The local Northern Colorado Water Conservation District has been responsible for maintaining these <br />facilities for the federal Bureau of Reclamation since the project was operational in 1957. <br /> <br />31 <br />
