The City will provide water saving information and demonstrations at the <br />annual Federal Heights Days celebration. A voluntary water audit program is being developed <br />by the City for use by its customers. Educational material will be distributed to water customers <br />to help them to conduct low-level water audits. The City, in conjunction with other <br />municipalities, has sponsored several water conservation workshops for property owners and <br />managers in the community. <br /> <br />7. Water rate structures designed to encourage water use efficiency in a fiscally responsible <br />manner <br /> <br />The goal of rate water structuring is to implement rates that encourage efficient water use. A <br />tiered water structure that increases with increased water consumptions is being developed by the <br />city to discourage water wasting. <br /> <br />8. Regulatory measures including standards for the use of water use efficiency fixtures and <br />landscapes, ordinances, codes or other law designated to encourage water use efficiency <br /> <br />Chapter vm, Article X, Technical Code Section of the Federal Heights Municipal Code details <br />the requirements for Low-Flow Plumbing Fixtures (Section 8-10-1) and Other Conservation <br />Standards (Section 8-10-2). <br /> <br />Municipal Code Section 1O-7-7(E)(d) Landscape Plan Review Criteria encourages the use of <br />xeriscape. The City addresses the landscape and irrigation of multi-family, commercial and <br />industrial properties. Municipal Code Section 8-10-2 Other Conservation Standards and Section <br />10-14-7(d) Landscape Plan Review Criteria provide irrigation guidance for these properties. <br /> <br />Municipal Code Section 9-2-15 Restricted Water Use provides the guidance for enacting water <br />use restrictions. Overall, the City of Federal Heights will take its lead regarding water use <br />efficiency actions from the City of Westminster. <br /> <br />Wasting of water is a violation of the City's Water Conservation Plan and Municipal Code <br />Section 9-2-15 Wasting of Water includes, but is not limited to: <br /> <br />1) Failing to adhere to mandatory watering restrictions; <br />2) The continuous irrigation to any area resulting in ponding or pooling of water or in runoff <br />water not absorbed into the ground or soil which flows away from the area being irrigated; <br />3) Failure to repair any irrigation system that is leaking; <br />4) Application of water intended for irrigation to an impervious surface, such as a street, <br />parking lot, sidewalk, or driveway or using potable (drinking water quality) to wash down <br />outdoor impermeable surfaces; <br />5) Letting water run unrestricted from a hose or faucet to drainage; and, <br />6) Failure to repair broken and leaking appliances, fixtures, pipes or fittings or any <br />appurtenances of the water service line. <br /> <br />6 <br />
