Incentives to implement water use efficiency techniques, including rebates to customers <br />or others to encourage the installation of water use efficiency measures <br /> <br />Incentives to implement water use efficiency techniques, in the form of monetary gains, are not a <br />part of the City's water conservation program. The City is not in an economic position at this <br />time to offer such a program. Federal Heights has adopted a water rate structure where the more <br />water used, the higher the bill, so customers have an incentive to conserve. <br /> <br />However, the City is developing a program to recognize customers in the community that exhibit <br />water use efficiency ethics. Recognition is earned with the implementation of water conserving <br />products and measures. <br /> <br />Public Process <br /> <br />Federal Heights is responsible to engage the public in the policy making process of the Water <br />Conservation Plan. City Staff will prepare a draft of the Water Conservation Plan for public <br />review and comment. By providing updates at City Council meetings, arranging presentations at <br />neighborhood meetings, and through newsletter articles, the public is encouraged to participate in <br />the planning process. The City has also launched a Citizen Academy programs, providing <br />additional avenues of public education and participation in the Water Conservation Plan process. <br /> <br />The City follows all applicable state and local Public Notice requirements in the enacting of <br />ordinances and resolutions regarding the water conservation program. The City Clerk is <br />responsible for ensuring compliance with these Public Notice procedures. Public Notice is <br />required for all new ordinances or changes to existing ordinances by City charter. The City's <br />Public Notice requirements involve two publications of the ordinance, and require publication of <br />the public hearing date and time. All Public Notices are published in the Westminster Window, <br />a legal newspaper of general circulation in this area. In addition, agendas of Council meetings <br />are posted in City Hall, as required by the City Charter. <br /> <br />Federal Heights' Municipal Code Section 9-2-15 was modified in April 2003 by City Council to <br />adopt a Drought Program. This process was completed with the required Public Hearing <br />provisions. The same process must be followed to adopt all amendments to the Municipal Code. <br /> <br />7 <br />
