Definitions. <br />1. Residential Structures - Includes, but is not limited <br />to, one and two family residences, townhouses, cOAdominiums, apartment <br />buildings, hotels and motels, manuf~ctured housing as defined in Section <br />40-10-l04(3)C.R.S., and mobile homes as defined in Section 38-29-102(8) <br />C.R.S. <br />2. Renovation - Includes any addition, replacement, or <br />alteration to an existing residential structure; or to a facility for human <br />use within an office, commercial or industrial building, where plumbing <br />fixtures and fittings are installed as part of the renovation. limited <br />renovation may not be the basis for a comprehensive or broader change in <br />plumbing fixtures. <br />B. Control Standards. <br />Except as specifically provided in Section 8-10-1C, no <br />construction or renovation of residential structures, or of facilities for <br />human use within office, commercial, or. industrial buildings shall be <br />commenced within the City of Federal Heights which does not comply with the <br />provisions of ~his Section. The provisions of this Section shall not apply <br />to any structures or facilities which are served by a septic system. <br />C. Permits. <br />No building permit shall be issued after the effective date <br />of this Ordinance, for the construction or renovation of a r~sidential <br />structure or a facility for human use within an office, commercial,. or <br />industrial structure unless the fittings and fixtures installed during such <br />construction or renovati~n conform to the following specifications: <br />1. Tank .type water closets which flush with a maximum of <br />three and one half gallons of water; <br />2. Shower heads for bathing which have a maximum flow <br />capacity of three gallons per minutes;' and <br />3. Lavatory faucets and sink faucets (with or \1ithout <br />aerators) which have a maximum flow c.apacity of two and one half gallons per <br />minute. . <br />D. Certification of Compliance. <br />For facilitie~ for human use within office, commercial, and <br />industrial s~ructures, the plumbing contractor or part responsible for the <br />installation of said water flow control'fixtures and fittings shall certify. <br />to the inspecting governmental entity that the fixtures and fittings <br />conform with the volume and ratio of water flow to gallons per minute <br />stipulated by Section 8-l0-1C. In lieu of such certification the results of <br />tests perfo.rmed by an approved independent testing 1 aboratory or the <br />manufacturer, using established principles of mechanics, shall be accept- <br />able. <br /> <br />Effective: October 14, 1989 <br /> <br />Typed: 9-89 <br /> <br />Ord.
