Waiver of Requirements. <br />The City Building Official shall waive compliance with the <br />requirements of this Section upon satisfactory demonstration by a peti- <br />tioner or the Administrative Authority upon its own motion that the water <br />conservation requirements specified in this Section are detrimental to the <br />public health or safety. Such waiver shall also be 'granted if the <br />administrative authority detenmines that the requisite fixtures and fit- <br />tings would cause a sewer hydraulic gradient insufficient to handle reduced <br />water flows. <br /> <br />" <br /> <br />8-10-2 Other-Conservation Standards. <br />The following water conservation standards shall be mandatory for <br />all developments hereafter constructed in the City: <br />A. Thennal insulation with.a minimum IIR" value of 2 shall be <br />installed on all hot water pipes 1/2" and larger. <br />B. 'Landscaped areas in multi-family, commercial and industrial <br />area's requiring frequent irrigation shall be provided with automatic <br />irrigation systems designed for maximum water conservation. Such areas <br />shall be graded to max'imize benefit from irrigation and natural pre- <br />cipitation, and in conformance with applicable drainage requirements. <br />C.
