I
I
I
I
I
I
I
I
I
I
I
I
I
'1
I
.,
I
I
I

million gallons from the average for the past five years, but this was primarily
due to weather conditions. The opportunity for conservation by the central
irrigation system would be greater in an irrigation season with higher watering
demands.

With the Pueblo campus rapidly diversifying to meet the needs of an expanding
prison population and a changing mental health care system, it will be a
challenge to ensure cooperation among the different State agencies and
departments using the campus. So far all of the water is still metered and billed
to the Department of Human Services utility budget and this will help in making
sure that the irrigation control system gradually is expanded to the remainder of
the campus.

We believe that there are other opportunities for water conservation that exist at
other Department of Human Services facilities across the State and we will work
to expand the knowledge that we have gained at the Pueblo campus.

16
