03-01-1993 04:21PM FROM SOLAR TECHNOLOGY INST.

TO

9205198

P.07

e

e

,-

all of the devices with the intention to subcontract the new
toilet retrofits to local plumbinq contractors. Thia worked
very well in the Carbondale/Glenwood Springs project and
,'helped support the local economy by the fact that all of the
money from the Office of Water Conservation grant ~ent to a
10cal plumber and plumbing supply business. They are both
,'very eager to continue the project in 1993. The remainder of
, the project costs were paid by homeowners and in-kind
,.donations from the RFEC, Town of Carbondale, Ci~y of Glenwood
, Springs, local media and volunteers.

: 'In an era of dwindling resources, both natural and fiscal, it
is important that the Roaring Fork Forum members help their
citizens set an example in conserving the use of water.
. .Using less water not only saves a natural resource but also
'. adds several economic benefits to the towns and its citizens.
, ~By conserving water, the water and sewer infrastructure ha.
..less demand put on it thus prolonging the life of the sy.tem
'which saves on processing costs. For example, the Town of
'Carbondale has to pay 80 cents for cleaning 1,000 gallon. of
water and $3.04 to process 1,000 gallons of sewage. We
estimate that over 1 million gallons of sewage will be saved
. with the installation of the 1.6 gallon toilets in
:'Carbondale. In one year this could save $3,000 for the Town.

. Each community will generate similiar benefits depending on
, . .....", the extent of their participation and the specific costa of
.:'.' :. their water processing. For example, the City of Glenwood
Springs expends $1.10 for processing 1,000 gallons of water
and $1.48 to process 1,000 gallons of .ewage. It is easy to
'see the benefits of installing these new toilets and water
'5a~ing devices. For a start, the installations will bring a
savings to the tax payers. Natural resources will also be
'conserved by using less energy for showers and faucets as
" ,less hot water is used. Each water treatment plant will need
,:,le88 chemicals for water and sewage t.reatment and, most
, ; :importantly, Ie.. water will be needed from the natural water
. :..,. 'supply system we are fortunate to have in our valley.

,.PROHOTION/COMMUNI'l'Y EDUCATION '

" We will encourage residents to participate in the project by
advertising in the local newspapers, cable TV and radio. The
, ..project will also serve as an educational/awareness process
," for the area. Only those households on water meters will be
chosen to receive benefits from this grant so we can monitor
.. ',and track all the participants as outlined in this proposal.
.'. ',The RFEC does intend to make the water efficiency devices
,,:'elvailable at cost to other buildings that may not be metered.
, :~he overall goal is to save water and we will take every
.'
