03-01-1993 04:20PM FROM SOLAR TECHNOLOGY INST.

TO

9205198

P.06

e

e

DESCRIFTION OF PROJECT

The Roaring Fork Forum, in cooperation with the Roaring Fork
Energy Center, is proposing a cooperative project that will
offer the installation of water conservation devices to
residents of each community that is a member of the Forum.
This involves 12 local governmental entities including Aspen,
Basalt, Battlement Mesa, Carbondale, Glenwood springs, New
Castle, Parachute, Rifle, Snowmass village and the Counties
of Eagle, Garfield and Pitkin in the Roaring Fork Valley.

. In 1992, the Town of Carbondale and City of Glenwood Springs
received a grant for $15,235 from the Colorado Office of
Water Conservation to install low-volume toilets, showerheads
and faucet aerators in the Town of Carbondale and the City of
Glenwood Springs. This project was so successful that we
feel there is strong demand to expand the concept to include
all of the communities in the Roaring Fork Forum territory.

We are requesting a grant award of $30,000 from the Colorado
Office of Water Conservation to help implement this effort.
Every dollar of grant funding will be matched by over $2 in
other local funding sources. Each household that receives a
new water-efficient toilet will pay $125 for their share of
the cost of labor and materials. Combining these funds with
other donations of direct and inkind cash and services will
generate $70,000 to provide 70% of the total funding for this
project. This will create a $100,000 water efficiency ~ffort
if funding is approved for the project.

Our primary focus will be on the installation of new ultra
low flush toilets that will replace old, inefficient ones.
This retrofit measure alone will reduce water consumed by
toilets by over 50%. We will also install efficient
showerheads and faucet aerators as part of the conservation
retrofit packaqe. Implementation of this project could lead
to the conservation of over 10 million gallons of waste-water
each year. In addition, the utility bill savings resulting
from the conservation of hot water alone could pay for the
entire project within two years after installation.

The Roaring Fork Energy Center (RFEC) will work with each of
the partiCipating governmental entities to implement this
project. The RFEC is a 501 (0) (3) non-profit corporation
,that has previous experience with water efficiency programs
in Carbondale, Glenwood Springs, Aspen, Snowmass Village and
Steamboat Springs. Overall coordination of the project will
be provided by the RFEC staff working directly with the
.eaffs of each city and coun~y to identify householda and
monitor G~vings. ~he ~,~c will be in charge of ins~alling
